This is still not confirmed but I think I was able to reproduce this
bug.
It seems that the problem shows up if I start up computer where
TortoiseSVN is installed and then log in using Remote Desktop from
another computer.
If I startup the computer where TortoiseSVN is installed, log in at
the console and then use Remote Desktop from another computer to
connect to the first computer, I can see the correct overlays.
I will need to try this a few more times to confirm.
