  Technically speaking, any CA can offer code signing certificates to
individual developers. Microsoft eased the restriction some time ago,
however, there's a catch..

  The cheapest I've seen is like a 150 bucks a year, only when you buy
it for 3 years. The reason for the cost is, they're going to call
you, do credit checks, etc to verify that you are indeed, you.
