AGAIN: Bug with repo paths containing blanks

Hi folks,

the bug I have reported already last month is also in TortoiseSVN 1.6.2 still existing.

Now my questions because of that:
1. Have I reported the bug at the right place or has it to be posted somewhere else to be registered and fixed?
2. Do you need more information from me to find and fix it?
3. When do you think the bug might be fixed? Is it a minor or mayor problem? As I have written before, previous versions were able to handle blanks in "file://" path names.
