That won't show icons on C:\IT itself, only below.

Settings->Icon Overlays->Show Excluded folders as normal
if that's activated, then folders you have excluded but have an .svn
folder inside get the 'normal' overlay icon (even though they're
excluded). But they won't show the real status - the 'normal' overlay
then only indicates that these folders are versioned.
