I just figured out the problem.

I was setting my exclude directory to: C:\*
And my include directory to: C:\IT

When I remove both of these, icons show up normally.

My goal was to prevent TortoiseSVN Cache from scanning any other directories
except C:\IT and its children (recursive). What is the appropriate way of
doing this?
