I didn't have any problems understanding it :)

That's by design. That registry key is only there to disable the icons
in the shell menu, because in some situations those icons can mess up
the menu there (if other shell extensions use e.g. ownerdrawn menus).
But the menus in the various TSVN dialogs don't have that problem, so
why would we want to deactivate them there?
