Bug with modifications dialog

In TSVN 1.6, there is an issue with the "Check for Modifications" dialog.
When there are unversioned items in an external, those unversioned items are
listed under "root project" instead of being in the group for the external
itself. Only until I've actually SVN Added the unversioned items will they
show up in the appropriate group.
