A recursive commit is only done if *all* items shown in the commit
dialog are checked for commit. If only one is not checked, TSVN can not
commit recursively because those items unchecked would get committed too.

And a recursive commit is also not done if the commit dialog detects a
file modification while it is open.

Pressing F5 to refresh the dialog works as if you restart the dialog.
