Exclusion Filter Rules on Subversion Server

Is it possible to set file exclusion rules on the svn server, similar to the setup available for Tortoise SVN?

This would prevent the issue where new starters etc don't have up-to-date exclusion filters and accidentally commit resharper temp folders and bin/obj folderes etc.
