I'm seeing something very like this too. Our server is a Windows box using
"active directory" (I think) for authentication. The problem has only happened
recently, but whether that's since upgrading to Tortoise 1.5.7 or installing XP
SP3 I'm not sure. The cygwin SVN is not affected.
