Contrib folder, create a Delphi issue track sample plugin

Can anyone create a delphi version of sample plugin?

On contrib folder (http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/
contrib/issue-tracker-plugins/) I've found C++ and C# sample, but only
C# have a .REG file to add entrys to windows registry, not C++...

I'm trying to create Delphi version, but when I select my plugin on
issue track list and click OK, an error appears:

"The issue-tracker provider could not be breate. Please check that it
is installed correctly."
