It may be an XP problem. I've a patch here that ensures that it's always possible to shift-select a range within one changelist. However, there seems to be a limitation in the list control that makes it impossible to make this work over all changelists.

BTW, why revert in r15286 to make only the headers drop targets? I kind of liked dropping onto the changelist contents, and I doubt that many will find this functionality without reading the manual with such a narrow drop target.
