Bug report procedure clarification

Hi!

There are two instructions how to send bug reports for TortoiseSVN:
 - http://tortoisesvn.net/report_a_bug
 - http://tortoisesvn.tigris.org/reportbugs.html

The first writes:
Bug reports must be mailed to our mailing list (users at tortoisesvn tigris org).

The second:
Bug reports must be mailed to our mailing list. (and then gives a link to the
web archive of the dev list)

So :
1.) What is the proper list for bug reports ?
(I sent a couple to the users list in the last few hours)

2.) Why two instructions, two websites ?
