David,

TSVN lives on top of subversion. Since subversion itself follows the
concept of global revision numbering (and, yes, there are really good
reason for that :-), see http://subversion.tigris.org/faq.html#globalrev
for further explanation), TSVN does also.

That said, there is no possibility to introduce per-file revision
numbering with TSVN.
