dbl-clicking .MSI gives error

Downloaded TortoiseSVN-1.5.5.14361-win32-svn-1.5.4.msi and double-clicked it.
Get error message stating: "This installation package could not be opened.
Contact the application vendor to verify that this is a valid Windows Installer
package." Is this happenening to anybody else? This is on a WinXP SP2 box.
