Error: Unrecognized URL scheme for "

hi I am just new to use the tortoise svn software. How can I solve this
problem? I commit the version of software a created to our server and this
error message comes out after.

error commit failed
error Unrecognized URL scheme for "

I checked the repository path and its correct. and when I tried to uncheck
the other files before commiting errors becomes different. and here is the
error.

Error: Can't connect to host '192.168.0.102': No connection could be made
because the
Error: target machine actively refused it.

How do I get this error even I had the right path to the target machine?

Is there someone know how to solve this problem? what should I need to do?
or is there something that I need to set?
