Neon seems not to be the problem here: SVN CL is built against
0.28.3 just as TSVN is.

However, it uses a different version of APR: TSVN 1.5x is built
against APR 1.2.x while TSVN 1.4.x and SVN CL are built against
0.9.x. Judging from the comments and discussions on issue 3084,
APR 1.2 *on the client* may actually be the main culprit.

I'm trying to build TSVN against APR 0.9.x but it requires some
changes to our build scripts. As soon as it is available, I will
post a link.
