Thank you very much for your offer to help. Mohsen Sajaddi has started to translate the GUI and the documentation into Persian. There are issues with the right to left printing, I think especially concerning the creation of PDF output. I'm not sure if Mohsen has found a solution for the problems.
Before you start to translate, please contact him. I hope that there is a solution, but I'm unable to read persian/arab/hebrew mailing lists that deal with these issues. I don't know what the current state of the art is.
