Difficult terminology :)
All the underlined keys in menus are accelerators, like &File for Alt+File.
In contrast to this, keyboard shortcuts are the keys that you press together with Ctrl, like Ctrl+S for Save.

For instance File->New can be reached with the accelerator(s) Alt+F+N or the shortcut Ctrl+N :)
