BUG:"Cannot show diff because of inconsistent newlines in the file"

hello,
This happens on 1.5 and 1.5.1

If use 'svn diff' on file that contains double byte charater
(like BIG-5)
some charater will cause 'Cannot show diff because of inconsistent newlines in the file',
and then exits.

here are some samples that contain those words,and also in attache file

may need to save it with 'BIG-5' encoding to reproduce problem.
