That is correct. The changelist feature works only for files, not folders.

Note that this is not the same as the ignore list. You can add
unversioned files and folders to the ignore list and they will never
be checked by subversion. The ignore-on-commit list is for files which
*are* versioned, but which you usually don't want to commit.
