I've just noticed this same "bug" and was about to report it. I'm glad I made
the effort to read this list first! I understand the behaviour now.

I think the problem that myself and the original poster saw was probably one of
expectation. The first time I came to use the merge dialog the edit field was
empty because I hadn't done a merge before (in 1.5 anyway). Consequently,
(although our repo is actually on a server) the empty edit field meant a "Folder
Browse" dialog came up and I couldn't actually use it to get the server URL.

No big deal as the URL can just be copied+pasted from e.g. the repo-browser and
from then on the button works as expected (because it now has a URL in the edit
field). Just on the first use that it might catch someone out (i.e. me!).
