We currently have no plans to make TortoiseSVN work with MOSS. You're
free to implement such a client yourself.
As for the "Tortoise" name, we've discussed this some time ago with the
people from TortoiseCVS (those are the guys which 'invented' the name,
TortoiseCVS is older than TortoiseSVN). The only rules we'd like for
projects to follow to be 'allowed' to use the name "Tortoise":

* project must be open source
* project must be on Windows (because 'Tortoise' clients are all written
for the windows explorer - if someone would suddenly use that name for
some Linux project, that would confuse many users)

Also note that we now have a shared overlay handler:
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/src/TortoiseOverlays
with the binaries available from
http://tortoisesvn.tigris.org/svn/tortoisesvn/TortoiseOverlays/
(login with usernam as 'guest', leave password empty).
