I can see your point. But why doesn't this same argument apply to "SVN Move and rename versioned files"?

More generally, the "...and rename..." forms are always going to appear along side their without-rename versions and possibly the export commands, all of which are pluralized. For example, in build 13371, the menu for a right-click single-folder drag within a repository is:

        SVN Move versioned files here
        SVN Move and rename versioned files here
        SVN Copy versioned files here
        SVN Copy and rename versioned file here
        SVN Export versioned items here
        SVN Export all items here

In this context, "rename versioned file here" just looks like a typo.

(And why "items" for export but "files" for other operations?)
