Lübbe already activated the build of the CS language pack today. So the
next nightly build will have it included.
Note:
The nightly builds are not on sourceforge but on
http://nightlybuilds.tortoisesvn.net/latest/

Yes, fuzzy translations are used. They're usually only marked as fuzzy
so that others reviewing the translation know about that and have a
better look at those.
