Regarding translations, I have a suggestion:

How about syncing translations with Launchpad (https://launchpad.net/)?

While it does it take a little while to find your way around the system,
it becomes VERY handy once you get used to it. It has a couple of nice
benefits, compared to editing the .po files "by hand":

- Quite big community with many multi-project translators (which means
possibility of new translators finding TSVN that way around)
- Allows translators to translate any amount from anywhere with internet
access without having to worry about updates/commits, etc.
- Suggestion feature for each translated string, allowing for easy
feedback and corrections by end-users (and collaboration between
translators)

There is a bit more info at their tour page about the translation part
of Launchpad (the bug tracker is quite nice as well, btw.):

I'm not aware of the technical aspects, but it seems like the .pot
import and .po export could be done automatically by scripts
(server-side SVN hook uploading the .pot to LP at commit perhaps?). This
would still allow people to continue translating the .po files if they
wanted.
