Just checked one of my smaller projects. Yes, the svn:mergeinfo property
got set on every moved/renamed file.
But I didn't notice that because the file was shown as 'added' in the
commit dialog (didn't even check the property column).

I'm not sure if that's a bug or not. Do you want to ask on the
Subversion mailing list?
