Changes to the IBugTraqProvider interface

Changes:
* IBugTraqProvider should be an IUnknown-derived interface, at least
until we can think of a good reason for making it IDispatch.
* The TLB file is useless; deleted.
* The C# interop DLL; recompiled.
* Improved error reporting in the commit dialog if the GetCommitMessage
method fails.
