That no bug but a feature 8-)

Subversion and it's clients (like TSVN) does not store the
creation/modification date of the original file in the repository.

You can configure svn to either use the check-out or the commit date.

For why this is so search the subversion mailing-list archive for
"preserve modification date" or similar. This topic has been discussed
over and over again.
