Changelist Question

I've been using the changelist feature in anger recently, pretty much
for the first time. I like it, it's pretty handy. I was just using it to
organise some changes in my working copy when I realised that I couldn't
assign an added directory to a changelist. I tried adding an SVN
property to an existing directory and sure enough, I couldn't add that
directory to a changelist either. Is this intentional?
