Not sure about this one.

Another point is that if you use changelists a lot then your proposal
would ensure that anything you forgot to add to a changelist appears
right at the top where you will notice it. But that is similar to
saying that unversioned files should come first in the commit dialog
so you don't forget to add them, so that is no guide either.

I think we should wait until we get some feedback from RC1 when that comes out.
