In TSVN 1.5 you can use the tsvn:autoprops property. Then all your users
will have the autoprops automatically set for every project that has it set.

Open regedt32.exe, go to HKCU\Software\TortoiseSVN, right-click on the
folder icon, choose "export", save it to a file.
On other computers, just doubleclick on the saved *.reg file.
You could do the same with HKCU\Software\tigris.org (where you can store
all the settings also available in the Subversion conf file)
