PROPPATCH failing due to missing slash

All,
I am a newbie to svn so I might be missing something. We have been
having problems with SVN Commit. I ran a sniffer and noticed that the
HTTP request is missing a slash
The response from the previous CHECKOUT method including this path:
/ms/!svn/wbl/6c2481c1-2005-4f4d-bcb4-de226bb083ce/5441
Then the next request is a PROPPATCH and the URL is missing the slash
between ms and !svn. We are using version 1.2.4 of the client. Has
anyone seen this before?
