A recipe that reproduces the problem reliably on my machine:

1. Delete the "LogDlgSizer1" and LogDlgSizer2" from
"HKEY_CURRENT_USER\Software\TortoiseSVN\TortoiseProc\ResizableState"
2. Open the log dialogue (context menu -> show log).
3. Maximise it.
4. Close it.
5. Open it again.

The end result is a borked and not maximised dialogue.
