The explorer context menu already is crowded as it is. Since changelists
are tied to commits, the best place to do that is in the commit dialog
(or the check-for-modifications dialog, or any other TSVN dialog showing
a file list of your working copy).

right-click on the group header, then select "select changelist" or
"deselect changelist".
