something weird regarding tsvn:logtemplate & tsvn:logminsize

just noticed something weird about tsvn:logtemplate in combination
with tsvn:logminsize

using TortoiseSVN 1.4.99, Build 12120 - 32 Bit

Let's say I have set tsvn:logtemplate to a string with 22 characters
and set tsvn:logminsize to 25.

On commit I start to type in my log message (appending to the inserted
log template) and after the 2nd character the OK button is unlocked -
one character off, but as expected.

But then when continue typing, the OK button is locked again until I
type the 24th character.

Does that only happen with my installation, or can someone else
confirm that behaviour?

I wouldn't mind if the second version would be implemented by the way.
One then did not need to consider the template size when setting
tsvn:logminsize.
