"Show unversioned files" checkbox in "Create Patch" dialog

As or revision 11965 I implemented "Show unversioned files" checkbox
in "Create Patch" dialog.
Few questions:

1) Should this setting default to on or off? I preserved old behavior for now,
but I would prefer no NOT show unverioned files by default.
Does anybody object changing it?

2) Should setting change be remembered in the registry? I am ambivalent on this.

3) Should I rename CreatePatch.[h, cpp] to CreatePatchDlg.*?

4) Does anybody know how to prevent Visual Studio from substituting
#pragma code_page(1252)
with #pragma code_page(1251) every time I change an .rc file? It is
rather annoying.
