icon overlay error in nightly

Just picked up todays nightly, TortoiseSVN 1.4.99, Build 11919 - 32
Bit -dev, 2008/01/22 21:09:22

The icon overlays that were working in yesterday's build, stopped
working today. Two things:

* versioned files show no overlays at all
* folders only show the "up-to-date" green check overly even when they
contain changes within.
* folders only show the "up-to-date" green check overlay even if they
have property changes.
