Can't get TortoiseSVN to build on Vista

I'm using Visual Studio 2008 (beta 2, but I don't think that's the
problem) on Windows Vista Ultimate x86.

The problem is that I end up with two copies of the UAC manifest in
SubWCRev.exe, and Windows reports a side-by-side error, so the build
won't continue.

I tried disabling the UAC options in the project file, but that doesn't
fix it.

What am I doing wrong?
