Yes, I can confirm this behaviour on 1.4.5. I have not tried on the trunk build.

Another reproduction recipe without creating a test WC:

1. Create a Test1.txt with 74000 lines (paste existing code into a new
file many times).
2. Copy Test1.txt to Test2.txt
3. Paste in a few more lines around line 71000
4. Select both files in explorer and TSVN -> diff.
