I tried excluding a couple of paths for the very big open-source SVN
repositories I have, and it didn't seem to work. However, doing it your
way by excluding everything and then including just what I want is
working properly now. Something needs a little work there.

Also just got a crash when starting up (with the exclude path set to the
folders I didn't want). I'm running TortoiseSVN 1.4.5, Build 10425 - 32
