[TSVN] TSVNCache exception on windows shutdown

Hi Devs.

Have noticed an exception dialog pop up as XP is shutting down.
The title bar referes to TSVNCache.exe Application error.

Tried to record the screen on the video camera but the focus was too
poor to read the exact details.
The gist of the message is:-

The instruction at "unreadable" referenced memory at "unreadable". The
rest of the message cannot be resolved.

Using nightly of r11370.
