They're not 'broken' :)
I took the liberty of recreating them as vector graphics to make sure we
can get any size we need in the future (Vista now has 256x256 icons).
They're now made from the svg files located here:
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/src/Resources/svg/Overlays

Feel free to change them (I use Inkscape to do this).
