Log cache doesn't honour bugtraq:append

I have noticed the following glitch with TortoiseSVN:

We have a repository with a set of bugtraq properties set to integrate SVN
clients into our bug tracking system. When creating a log message, the
bugtraq:append=false property is correctly observed by TortoiseSVN and the bug
ID is *prefixed* to the log message. However, if such a log message is later
pulled from the list of previous log messages, the bug ID appears in the main
log entry text box, and the previous log message appears in the smaller bug-ID
text box, as if it was expecing the bug ID to have been *appended* to the main
log message.
