Go to control panel, regional settings, languages and click on the
check box to install the east Asian languages. Just takes a few MB
hard disk space, no other negative side effects

I can confirm that the text is displayed correctly in TSVN revision 10496.
In addition, I noticed that all the broken characters tdkim showed us
in the screen shots are directly followed by a white space. Maybe
there is a side effect/bug when certain Unicode multi-byte chars are
followed by a space character?
