Maybe, this *is* overkill. My rational is:

1. We are sure that a single tool is not sufficient.
   So we agreed to have two.
2. How can we be sure that three (or four etc.) is "far out"?

I do not desperately *need* more than two. It's just my simple
world model that leads me to believe that reasonable cardinalities
are 0,1 or undounded and any other fixed number is highly arguable ;)
