I confirmed that it is fixed at
TortoiseSVN-1.4.99.10650-dev-win32-svn-1.5.0dev.msi .

The message has two lines.

The first line is correctly displayed and means "File
'subversion\include\svn_error.h' has inconsistent newlines".

But the second line is garbled. I don't know the original message.

How is it displayed on your machine?
