You can get a test repository from here:
http://merge-tracking.open.collab.net/files/documents/147/259/mergetracking.dump

and then just use file:/// access to this.
Make sure you also get the svn CL binaries which are able to deal with
merge tracking repos - you'll need the 'svnadmin' tool to load the
dump file into a repository.
