Feature request: Allow creating patches without working copy

This would be a convenient feature to allow

TortoiseProc.exe /command:createpatch /path:<old-file> /path2:<new-file>

This syntax works well for diff command.
Right now path2 is not allowed and thus it is impossible to create a
patch without a working copy.
