Option for unversioned files mark ancestors as modified

The "unversioned files mark parent as modified" is a bit more literal than I
expected.

Given the following layout:

<versioned folder>
 |
 +-<unversioned folder>
    |
    +-<unversioned filed>

I would expect the versioned folder to appear as modified. I understand the
file can't mark its parent as modified since the parent isn't in subversion and
the unversioned folder doesn't mark its parent as modified since subversion
doesn't check in folders, but I would expect that if I try SVN commit in a
directory which shows up as unmodified, there shouldn't be anything to commit,
which isn't the case with such a situation.
